Background/Overview: The Indianapolis Transitional Grant Area (TGA) is a ten county geographic area that has been disproportionately affected by HIV/AIDS. The Ryan White HIV/AIDS Treatment Modernization Act of 2006 requires that all Ryan White grantees establish and maintain a quality management program to ensure access to primary HIV care that is consistent with the most recent Public Health Service guidelines; to assure that receipt of such services result in an improvement of health outcomes and quality of life; and to encourage and promote substantive consumer involvement in maintaining the quality management process.
To complement existing quality-related activities such as outcomes evaluation, standards of care and fiscal and programmatic monitoring, the QM Program of the Ryan White HIV Services Program conducts clinical and supportive service chart review activities as well as client satisfaction surveys. In addition, the QM Program works in collaboration with the Program’s Project and Training Coordinator to ensure adherence to the local Indianapolis TGA Standards of Care, developed by the Planning Council, and the National Monitoring Standards. CAREWare is free, scalable software for managing and montoring HIV clinical and supportive care service delivery. CAREWare enables Ryan White funded agencies, also referred to as subrecipients, to quickly produce a completed Ryan White HIV/AIDS Services Report (RSR) as required for annual submission to the Health Resources and Services Administration (HRSA). Â

The Ryan White HIV Services Program utilizes CAREWare in a real-time centralized database configuration in which client level data is stored on a secure central server. Unless otherwise specified and approved prior to funding by the Ryan White HIV Services Program, CAREWare is the required data collection and reporting system for all funded subrecipients. Submission of client level data (by means of the RSR) is a mandate of HRSA and is a requirement for funding consideration and continuation. The Indianapolis TGA Ryan White HIV Services Program in collaboration with the Indiana Department of Health HIV Services Ryan White Part B Program is pleased to announce the introduction of a statewide centralized HIV data collection and management system. Initial stages of implementation began in July 2019 and work is now complete. For further information on the collaboration go here. This collaboration encompasses the first-ever Cross-Agency Ryan White HIV/AIDS Program Services Report (RSR) Plan.Â

Non-medical case management services are similar to care coordination and include the provision of advice and assistance in obtaining medical, social, community, legal, financial, and other needed services.
Ryan White Part A/MAI funds are focused on reducing HIV-related health disparities and improving health outcomes for the HIV+ African-American and Hispanic communities.
The main goals of the MAI Program are to improve HIV-related health outcomes and to reduce HIV-related disparities and disease among racial and ethnic minority communities disproportionately affected by HIV/AIDS. The MAI Program conducts outreach, health education/risk reduction, and HIV treatment adherence education, and works in the community with providers to increase access to culturally and linguistically competent services for PLWH/A in the TGA. The two critical arms of the MAI Program are the MAI Community Liaison and the Health Education/Risk Reduction (HE/RR) Coordinator.

Health Education/Risk Reduction is the provision of education to clients living with HIV about HIV transmission and how to reduce the risk of HIV transmission. It includes sharing information about medical and psychosocial support services and counseling with clients to improve their health status.
